The Internet & Jurisdiction Policy Network was founded in 2012 with a mission to address the tension between the cross-border internet and national jurisdictions. Since then, its Paris-based Secretariat has grown and facilitates a global policy process engaging over 300 key entities from governments, the world’s largest internet companies, technical operators, civil society groups, academia and international organizations from over 50 countries.

The I&JPN provides a neutral space and methodology to improve approaches to international digital policymaking by informing decision-making, connecting all relevant stakeholders and advancing solutions towards coherent and joint action. Inspired by the technical functioning of the world wide web itself, the I&JPN fosters legal interoperability in cyberspace. 

The 2018/2019 Progress Report presents how I&JPN has continued to evolve as the connective tissue between stakeholder groups, regions, and policy sectors, as well as by bridging silos within governments or organizations in the internet governance ecosystem. 

The Report shares highlights including the 2nd and 3rd Global Conferences of the Internet & Jurisdiction Policy Network that took place in Ottawa (February 2018) and Berlin (June 2019). In April 2019, the Internet & Jurisdiction Policy Network released a set of Operational Approaches for policymaking including 34 Norms, 31 Criteria and 3 Mechanisms that can be used by all categories of decision-makers when developing, evaluating, and implementing policies around cross-border access to e-evidence, content moderation and restrictions as well as Domain Name System (DNS) level action to address abuses. 

The release of the Internet & Jurisdiction Global Status Report 2019 was another significant milestone. Launched at the 14th United Nations Internet Governance Forum in Berlin in November 2019, it provides the world’s first mapping of internet and jurisdiction policy trends, actors and initiatives. The findings warn of a dangerous spiral of un-coordinated policymaking and create a baseline for which future Internet & Jurisdiction Global and Regional Status Reports will be undertaken, offering an evidence-based resource for policy innovation.


Fostering Legal Interoperability in Cyberspace: Looking Ahead

2020 has already seen the release of practical resources from the Programs of the Internet & Jurisdiction Policy Network on Data & JurisdictionContent & Jurisdiction and Domains & Jurisdiction. Preparations of the first Regional Internet & Jurisdiction Global Status Report for Latin American and the Caribbean in collaboration with United Nations Economic Commission for Latin America and the Caribbean (UN ECLAC), are also underway. Major regional multistakeholder meetings will be organized in 2020 by the Internet & Jurisdiction Policy Network in Africa and Latin America. The 4th Global Conference of the Internet & Jurisdiction Policy Network will take place in 2021.

The Internet & Jurisdiction Policy Network looks forward to continuing to facilitate an innovative and scalable approach to international digital policymaking by convening diverse stakeholders and equipping them with a space and methodology to address transnational challenges.
