Elizabeth Beshudi, Director, Domains & Jurisdiction Program, participated in the Internet Corporation for Assigned Names and Numbers (ICANN) 68 Virtual Policy Forum on June 22-26, 2020. Discussion around DNS Abuse featured the definition of DNS Abuse promulgated by the Internet & Jurisdiction Policy Network and published in its Domains & Jurisdiction Program Operational Approaches document.
ICANN is responsible for coordinating the internet’s technical functions and its Policy Forum is dedicated to policy development work of the Supporting Organizations and Advisory Committees (SO/ACs), and regional outreach activities.
The Internet & Jurisdiction Policy Network Domains & Jurisdiction Program Contact Group frames policy problems, shares knowledge, and designs common policy approaches for cross-border DNS-level action to address abuses.

While DNS Abuse has long been a topic of concern within the internet governance ecosystem, there has been a lack of consensus as to what constitutes DNS Abuse, even among technical operators such as registries and registrars.
Discussions concerning DNS Abuse were front and center at ICANN68, with five sessions devoted specifically to the topic. The Contracted Parties House (the "CPH"), composed of the Registry Stakeholder Group and the Registrar Stakeholder Group, met and discussed the topic of DNS Abuse and recently announced that it has adopted the definition of DNS Abuse promulgated by the Internet & Jurisdiction Policy Network and published in its Operational Approaches document. This knowledge mutualization reflects the hard work and dedication of the Domains & Jurisdiction Contact Group, where senior-level global actors from governments, internet companies, technical operators, civil society, leading universities, and international organizations have developed definitions, taxonomies, and methodologies for identifying, evaluating, and remediating DNS abuse.

The Internet & Jurisdiction Policy Network is the multistakeholder organization addressing the tension between the cross-border internet and national jurisdictions. It engages over 300 entities from governments, the world’s largest internet companies, technical operators, civil society groups, academia, and international organizations from over 50 countries.
